When try to edit an issue , user is not see all fields as others users with same permission

I'm trying to find the reason why suddenly a user with full permission on an issue try to "Edit" but he see only :Assignee, Comment, Lable and Components  fields instead all others custom fileds which are missing.

All others can see it fine. i'm also compare his permission with others but it is the same

@Avi Ziv  If you say his permission are alright then i would suggest asking him if he has hidden other custom fields using "Configure Fields" option which appears at right top when you go to edit screen of any jira issue

We were hide "Configure Fields" option from all users, so they cannot set it
