When using @user the full name and link are not always displayed in emails in Outlook

It seems to intermittent with no discernible pattern. Sometimes I use @user, select the person, and the email that gets sent has the full name of the person and a link. Sometimes it does not and the email displays ~user

Hey there, Sam.

What version of JIRA are you using when you encountered this problem? This will help to determine whether it is a bug that is fixed in latter version of JIRA.
