When will adding watchers to tickets return as a feature?

In earlier versions this was possible.  Now, not at all.

Why can you not add watchers to issues? I am able to do so. There is an Eye icon at the top of an issue if you click on that you should be able to achieve your goal.

Check the project permissions to see if you have "manage watchers" still.  My guess is that it's been removed from you, so you are no longer offered the option.
