Where I can write and execute the command in JIRA cloud instance,

I tried finding the command promt to execute in the JIRA cloud applciation, 

could you help me where I can execute the command without installing it in desktop

You do not get access to the servers running Cloud, that's one of the points of using Software as a Service.  You get the service and don't need command lines etc.
