Where are drafts saved?

In editing a ticket, if I close the tab, by accident, where are drafts saved?

In Jira Cloud, there are no drafts that are saved. When you leave a work item, any field that has not be clicked off of or saved is not saved for when you return.

This is not true.

Before the recent user interface update, Jira reliably saved draft content for both description and top level comments (there was only single level comments before the recent UI update).

The draft content is saved in a structured format in in your local browser (see screenshot below).  This means you can close the tab, close the current browser, restart your machine and the draft content will still be there when you return to that work item in that same browser. 

However, because it is saved in the local browser storage, it means that the draft content is not saved across browsers and machines.  You need to return to the same browser and machine to retrieve it again.

Since the recent UI update, the draft content of 2nd level comments are not saved and for me this is a bug because the top level comment draft continue to be saved reliably.

I just confirmed, so basically, there are no drafts saved in Jira.  You can edit a ticket until the cows come home, close the tab and all is lost.  This is perhaps the only software application that does that, so well done Jira-team!
