Where did the setting for Enable Private Listings moved to in the Jira Cloud?

Anyone know where the Enable Private Listings setting in Jira Cloud moved to?  It used to be under the Jira Settings > Apps > Manage Apps.   The manage apps is now in the admin console.  I checked the connected apps and the settings tab within the connected apps but do not see the Enable Private Listings.

"Development mode" appears to be what the "Private Listings" setting was.
