Where do I direct anonymous users to create issues?

I have followed the articles to allow permissions for Anyone to be able to Create Issues. However, the new version of jira opens the create issue form in a modal panel with not distinguishable url. 

Where am I supposed to direct users to?

I guess this is kind of a two parter; I'd rather use the issue collector, however I don't see any way for a self-hosted version on jira or confluence cloud. Is the only way is to set up a website to direct to the jira form? I know it sounds trivial, it's extra effort.

You might want to go ahead and open a support ticket with Atlassian.
