Where do I download the JIRA configuration tool?

There are so many references to this, but nowhere can I find a link to download it -- or its location locally.

I have installed JSD 3.11.0.

Found it ... Windows: Open a command prompt and run config.bat in the bin sub-directory of the JIRA installation directory.
