Where do I find Jira link to manage users, add or remove users?

I need to add and remove users in Jira but I cannot find the gear icon per Jira's Help pages where I should be able to manage users. I'm supposed to have global admin rights - how do I know that I have the right permissions?

If you are on server and the cog is missing, you don't have admin rights.

If you are on Cloud, then you probably need to check with your site administrators, as they manage users.
