Where do i parameter the email address that receive all the email generated from modification

Where do i parameter the email address or account that receive all the email generated from modification creation of issue?

my organisation has been parametered by IBM and i don't know really how. Now i would like to modify/add email address  that received all email from modification ou creation ticket. 

i'm the only organization administrator and i was the project manager on each project. i receive email for each creation and each modification on ticket for all the project.

I try to add another organisation administrator => KO, now i don't receive modification email and the other receive no email too.

I change the project manager on each project  by a account whitch is a diffusion list => it's ok , the person who are adressed by the diffusion list receive email but only for creation

I delete the account i have added as organization administration and now i receive email for creation and modification.
