These are templates available to use when creating a page in a Confluence space.
As you can see, there are several categories you can use depending on the type of page you are going to create.

Yes, I got that part. My question is, can these "groupings" be changed on the created templates. And if so, where can you change them?

These groups cannot be changed in created templates.
They are just predefined for an idea in the initial creation.
If you want to change something you've used on multiple pages, you'll have to edit the pages.
