Where in the velocity templates could I define a message to replace the body in a notifcation?

Hello There,

We are trying to replace the body with a predefined message that won't include what was sent via Jira. I've been trying to update the email velocity templates to not include the comment/body of a message, but haven't had success yet.

So far I've been using the https://confluence.atlassian.com/adminjiraserver/customizing-email-content-938847640.html documentation but it doesn't have the details I'm looking for.

Does anyone have any thoughts or ideas on how to accomplish this?
