Where is JIra Home --> Settings ???

The new Jira layout is infuriating.  I keep having to look up where to find things, and half the time the answer is to go to Jira Home > Settings.     Well, when I go to Jira Home (There's a stylized A and the word Home at the top of a blue panel), there is nothing that says Settings.   Where can I find it?
