I am an administrator of the system and I am able to invite users by email. However, there is no option to 'Create User' as per your documentation. I would like to create a SF Integration User for use with the Salesforce Connector. Please advise how I can achieve.
By any chance are you using the ServiceRocket Connector? If so then please allow me to help you.
Creating the integration user is needed in Jira Server/Datacenter. In Jira cloud, the plugin itself will generate the Integration user when the plugin is installed.
Now, in Jira Cloud you can only invite users, you cannot create them as you can in Server/DC.
To see the Integration user in Cloud you can use this:
Copy and paste that link in your Jira cloud instance, change the Jira URL and you will see the Integration user.

On the Cloud products the way you create users is to invite them to the instance and entering their email, there is no other way to create a user. The Create button only exist on the Data Center side.

As users authenticate via their email address in Cloud (not via their username), your SF Integration User would need an email address as well. Then "create" a user by sending an invitation to this email address.
