Where to get started on Jira API development

Hi,

I'm a web developer (not the Jira admin) and was wondering if Jira has APIs for me to use with out Jira Software to file issues, bug reporting, etc to be used with a JS web framework (React/Angular) and Node APIs. Can you share which area to start in?
