Which components need to be considered when upgrade Jira server 8.3 to Jira Cloud?

We currently operate the Jira in 8.3 version, we are planning to upgrade the jira server version to Jira Cloud.  Any Jira components we need to be considered ?  Any data migration services provided during the migration?

My suggestion is to use JIRA Cloud migration assistant. Here a useful link that could support you on that https://support.atlassian.com/migration/docs/use-the-jira-cloud-migration-assistant-to-migrate/

Everything needs to be considered for a migration up to the Cloud.  Cloud is fundamentally different to Server and migration is quite a hefty data migration

Start with a read through https://www.atlassian.com/migration/plan/cloud-guide#migration-tools

However, I would make two points here.

If the Jira Cloud Migration Assistant is the best option for you, then it is compatible with Jira 8.3 and you don't need to upgrade before migration 

An upgrade from Jira 8.3 to 8.latest might make your migration easier, and in itself is not usually too hard, have a read through https://confluence.atlassian.com/adminjiraserver/upgrading-jira-applications-938846936.html to get a feel for it.
