I have a support group who needs to be able to export our current list of Jira/Confluence users. This is for Cloud-based Jira and Confluence.
I would like to explore the possibility of granting the necessary permissions to permit this without granting them too much access authority. Can anyone please advise? Google isn't revealing the answer, and I've not found the answer myself. Please advise, and thanks in advance!

There is no export of users. You maintain the list in the site admin users screens.
When you click the gear in the upper right of the Jira screen, then choose User Management, the following screen shows two buttons in the upper right of the screen: Invite Users and Export Users. Clicking Export Users generates a CSV list of all users. There are some options presented which allow you to only export active users, you can also choose whether to include group membership, etc.
So, I would respectfully disagree with your answer that "there is no export of users".
Given your response, it sounds to me like the minimum set of permissions required is Site Admin; please correct me if I'm wrong. I guess I should have included the fact that I am an org admin for our company, thus have full access permissions to our site.
