Which role allows a SW lead to view/export all project JIRA data

What roles can export JIRA data? Does it have to be an JIRA Adminstrator or can it be a Project administrators?

These have to be in the JIRA System Administrators group:

Here is a list of administration tasks that only JIRA System Administrators (not JIRA Administrators) can perform:

• Export/backup JIRA data to XML.
• Import/restore JIRA data from XML.
