I am working on LMS learning management software and writing the SRS in word or google docs, I want to integrate it with Jira so which tool is the best confluence or google docs?

Asking this in an Atlassian forum is not going to get you unbiased answers - we're all going to say "Confluence".
Genuinely though, that probably is the right answer. Google docs are great for writing ad hoc docs and for doing lots of clever formatting. But Confluence is better for things that want something a bit more wiki-like. LMS's are definitely better done in a wiki, because you get all the power of linking, suggested other pages, tracking change, and so-on.
