Which version of Jira to support ?

We are developing a new Jira plug-in . We are not sure to support versions before 5.0 .

Does Atlassian publish the usage rate of the Jira versions somewhere ?

I would base it off Atlassian's release schedule and decide how far back in time you want to go.
