This error is usually caused due to a workflow configuration — mainly Validations and Post-functions in the Create Transition.
It's also usually a validation or post-function provided by a 3rd party app that makes use of fields that may not be present in the issue. The log capture may help identify which app's failing.

If you are not a Jira admin, then ask your admin to follow the solution.
This can also happen if your database is misconfigured, such that it can't handle certain characters. (When I've run into this, I'm sorry to have to say it's always been "advanced emojis" with a MySQL backend database. Specifically, the poop emoji - I've had to fix the setup of maybe a dozen such installs, and the example text that was failing included the poop emoji in more than half of those!)
