Who added new user?

I'm getting notifications of new users being added to Jira and Confluence, but I don't know who is adding them? The audit log just says "user added to group" and the Author is Jira.

Any ideas how how I can find out who added these users?

I'm not exactly sure how Cloud works, but, if you are using the SSO functionality that comes with Jira Data Center, you can configure your settings to automatically add users to your Jira instance if they try to access Jira and don't already have an account.

This is under the JIT (Just In Time) Provisioning section and is just a checkbox that you can enable.
