Who is my Jira Adminstrator?

I'm trying to create a project and I need a Jira Adminstrator to assist.  I'm trying to figure out who my Jira Administrator is then I get a message "our Jire administrator has not yet configured this contact form"

I think you should ask someone in your company, who knows, who the Administrator is.
