Who will add groups to users in Jira Server

Hi All,

Who will have the permission to add group to users either JIRA ADMIN or Project ADMIN or both can do ?

Let us share your ideas on this !!!

Unfortunately only Jira administrators can add users to groups.

Project admins can add users to project roles but not to groups.
