Started a Jira Premium trial, Atlassian Intelligence is on, Rovo is not available and there is no way to turn it on.
Am I missing something?

It is very well possible that Rovo still needs to roll out to your site. Even though it was announced to become available to all paid plans at Team a couple of weeks ago, the actual rollout takes some time.
There is this page where you can sign up to be notified when it will be released to your site.
