thanks for your idea =) but no we don't use any directories for Jira.
We use "OnDemand".
And now sometimes jira creates a new user but nobody knows why.
There is an optin/ mail handler in Jira "Create a new user from each email message" so theese is configured for only one of our Projects and there it works great.
In other Projects only the Admins should create new users. But sometimes jira creates a new user :D

Is that possible that this duplicated users are coming from different directories (such as Internal and LDAP or Internal and Crowd)?
When did you realize that the users were duplicated? After a migration? Upgrade?
If so, it might happen on the user migration. You can simply disable the duplicated users, just letting the users that you actually use set as active on your system.
