There is a requirements management plugin, RMsis - https://plugins.atlassian.com/plugins/com.optimizory.rmsis.plugin.jira-rmsis. This is compatible with JIRA 4.1 through 5.0.
I have two questions:-
1. Why this plugin is not visble in UPM? When I search "requirements management" or "requirement" or "requirement management" or even "rmsis", I do not get this plugin listed in the search results.
2. What is the order of listing when I browse Plugins By Product Category at https://plugins.atlassian.com/. When I go to "requirements management" category under Product JIRA, I get a random listing. Sometimes the plugin comes at top, sometimes at last.

It is working now. Looks like there was some problem in UPM server that time.
Have you tried today? We actually launched a new version of the plugin exchanged with very much improved searching. When I searched for "requirement management" it was the first hit and for "rmsis" it was the 2nd.

I tried today ! I am still unable to search RMsis through the UPM. It does not appear in search, when searched as "RMsis". Details

This seems to be UPM specific problem. The search on Plugin Exchange seems to be returning slightly better results.

We experience the same issues with our plugins:
JIRA Auditor (https://plugins.atlassian.com/plugins/com.plugenta.jiraauditor)
SuggestiMate for JIRA (https://plugins.atlassian.com/plugins/com.suggestimate)
Both can be easily found in plugin exchange but UPM fails to see them (UPM 2.1.1, JIRA 5.0.1).
Both plugins are compatible with JIRA up to version 5.0.2.
