I added a new project to my Jira account. It is team-managed with TODO, IN PROGRESS and DONE.
When my colleague creates a new ticket in the TODO column, I expect to receive an email. But I don't. I only find out about it when I actually log in and view the board.

The default notification settings for the Issue Created event in a Team Managed project is Reporter, Assignee, and All Watchers. If you are not in one of those categories at the time the issue is created by your teammate then you won't be notified.
If you want to be notified of every issue created in the project, in the Free plan specifically your options are:
1. Ask the reporters to specify you as the Assignee on every issue they create.
2. Have yourself assigned as the Project Lead for the project and update the notification scheme as @Seifallah Bellassoued suggested.
3. Create an Automation Rule that is triggered by creation of issues in that project, and have the Automation Rule send you an email.
The Project Role option in the Notifications is not an option because the Free plan doesn't allow customization of Project Roles for projects.
Another option, if you don't need to receive the notification immediately, is to create a Saved Filter that selects the issues created in the project in a specified past time period such as the past 24 hours. Then set up a Subscription to that filter to email you the results once a day.

You need to modify the notification scheme of the project.
To Do you need to go to, Project Setting > Notifications, then edit "Issue created" notification and add "Project Lead"
