Why can't I add Watchers anymore?

Previously, within the last four days, I would be able to add Watchers to an issue by clicking the circle next to "Watchers."

Today, when I click the circle, I get a list of current watchers, but there is no longer a search box that I previously used to add a Watcher.

What changed?  What am I missing?

Dear @Kriston Rehberg,

my first thought, it seems that someone removed your permission to manage watchers.

Do you have project admin rights? Then you can have a look in the Permissions whats currently configured.
