I've looked on the support forms, figured someone else would have the same issue. However no luck. (I have been away from jira for a while and things have changed a bit.)
I made a new kanban board, however I can only make tasks.
I checked the board config but nothing. In the work types its in there and looks like its active.
Where I would normally add my epics with + Create button on the bottom on the board. by default it just creates a task?

Hi David!
When you click on “+ Create” on the board it should appear a icon for you, for task type is a blue icon, you can click and change it, therefore changing the work item type (Epic has a purple icon by default).
Or, you can create your issues directly on the blue “Create” button on Jira main menu, on the right side of the search bar. This is the main location for items creation as it shows all the available fields for each item type.

First of all, this is a team-managed project you're showing and, if you've been away for a little while, this could explain why you're having some trouble.
Have you tried with the Blue +Create button? In the top menu?
It might also be that Tasks and Epics have different workflows and you need to toggle between them, like this, choosing the ...More option from the board tab and then Workflow to go to the Epics
