Why can't I edit the reporter on epics?

I am both an administrator and member of a group which has "modify reporter" permissions for the project. I can modify the reporter on bugs and improvements, but not epics. According to the "Permission Helper" I have permission, but the field is not editable when I open any epic. Any ideas on why this is?

It started working later. Apparently there must be some caching involved after altering settings.

does the "Reporter" field is on Epic "Edit Screen" ?
