Why can't I import packages?

If I try to do a simple import such as

"import com.atlassian.jira.issue"

I get "Unable to resolve class import com.atlassian.jira.issue" and I get this for literally every package I try writing.

Why is this happening?

Hello,

These package are not available in Cloud. In Cloud you should use Jira Cloud Rest api to talk to Jira.
