Why can't create request types and request type images disappear after upgrade upgrade from 4.13.20

We upgraded our JSD instance to 4.13.22 (from 4.13.20) and are experiencing inconsistencies and problems with the customer portal and creating request types. Including screencaps and a brief video demonstrating the behavior.

• JSM-error1-imagesLoad-looks-ok -> Initially, the customer portal looked fine and images appear to load successfully
• JSM-error2-select-RequestType-Hangs -> However, attempts to create a request type hang as shown here, and the request type/screen never loads and cannot be created or submitted
• JSM-error3-requesttype-Images-NotLoading-Consistently -> Navigating between tabs on the request portal, images disappear as shown in this image

We have a short recording demonstrating some of these behaviors as well (attaching here).

As additional background, we also just upgraded Jira Software from 8.13.20 to 8.13.22 (based on same security advisory for July as JSM upgrade with the problems noted above)

We are attaching a support zip from our test environment. The same behaviors are occurring in both our test and stage environments, and we need to address this to proceed with our PRODUCTION upgrade scheduled for this evening.

First thing to check was there any issues pop up during upgrade report that may need to be fix. It's not a large jump, so there shouldn't have been major issue along the way. Do check the troubleshooting and support page for any issues to look at?

Keep in mind. depending how the upgrade was done, you may need to copy over your images from one directory to another. 

As for can't create request type, you might want to contact Atlassian Support to look into it further in case it's an application error.
