Why can't users create labels after permission scheme changes after adding Groups and Roles

I recently changed Permission Schemes and added Roles and Groups to the Permission Schemes and assigned them to each project board.  Specifically, we created an API that checks processes in the system and autogenerates an issue if there are exceptions encountered.  This was working previously but now seems to not allow us to autogenerate labels or change attributes in the case.  This was functioning with the default user groups created by Jira but seems to not allow the auto-process to add labels or select custom fields now.

Hi, can you look if the user that creating issue have the correct permission, browse and edit/create permission at least.

I found the issue and resolved it.  I had to add Groups to the Browse User and Groups in the Global Permissions under systems.  Thank you.
