Why cant I move tickets whose subtask ticket is closed now, among each other, in Jira Agile Dashboard

Hi All, JIRA is new to me and I am not able to figure out this things. I'll elaborate by one example:

1. If Tickets are: T-1 , T-2 , T-3 they can be swapped among easily.
2. If Tickets are :  (T-1 <subtask> T2(closed)) , (T-3 <subtask> T-4(closed))

The 2nd point Tickets can't be dragged like point 1.

Although, If there is:

T-1 , T-2 , (T-3 subtask TO T-4(closed))   ===>  T-1 and T-2 can be swapped with T-3

That sounds like you have conditions on the workflow that say "do not allow the moving of issues if linked fields are <some rule>"

Could you open up the workflow and look at all the conditions on the transitions?
