Why do all the attachments show up for all stories?

My users are confused when adding an attachment an there are already is an attachment showing in the dialog box.  

Steps:

1.  Add attachment to story 8

2.  Open story 10 and click add attachment, the attachment from story 8 shows up in the 'Recent Uploads' dialog box.  This confuses my users as they are expecting to see 'recent attachments' for story 10.  

3.  I tested this myself with many stories and all the attachments I added do indeed show up in the 'Recent Uploads' dialog box even though I have not recently added an attachment to the story I am in.  

Maybe to clarify what this is doing is to rename the label called "Recent Uploads' to 'Recent Uploads to all your stories'.  ????  Thoughts?

Welcome to Atlassian Community!
Currently, the new view does not have the functionality to show only the attachments of the current ticket, it will show all the recent attachments that you used. We have a feature request suggesting the implementation of this ability:
