Atlassian chose a holistic redesign instead of “bolting on” features to the old UI. This approach avoids clutter and lets them deliver future functionality more cleanly.

Before general availability the team ran multiple rounds of user research, including sessions and broader sandbox/beta programs that let external companies try the new navigation .
