Why does Subversion Edge admin console not accessible after installing jre-8u291?

We are running JIRA Server v8.16.1 with Subversion integration via Fisheye.

JRE-8u291 was installed and both Subversion Edge and Subversion Server services were running and SVN update and commit were working fine, but the browser-based admin console was not accessible.

We appreciate any advice on how to fix this issue.
