Why does the editor have different "modes" depending on be a new ticket or an existing ticket?

When one created a ticket, the editor doesn't handle ``` and all the pseudo-markdown is handled in a certain way.

When one edits a ticket description or makes a comment, the editor handles a different set of the pseudo-markdown.

Doesn't make for good UX for them to handle input differently.

It is also an accessibility issue.

Could you give us the exact steps to replicate this?  (type of project, which create option you're using, etc)

I'm not seeing any difference when I create or edit an issue and use ``` in a description field.
