Since JIRA 6.4, JIRA creates new issue type, workflow, and screen schemes for every new project. This makes it easier to modify each of your projects independently, without interfering with other projects. Each JIRA project blueprint creates a new project with a new set of schemes.
In JIRA 7.0, we have introduced a new feature called "Create with shared configuration." This allows you to create a new project that shares schemes with an existing project. You can learn more here.
