Why is my CSV import failing to update issues?

I am importing as administrator from the system menu. I'm trying to test field updates of Summary and Assignee.  Nothing duplicates on import and no updates to fields.

The results state:

1 projects and 0 issues imported successfully!

Found 3 'External issue ID' custom fields. Some issues may be imported twice. Found custom fields: [External issue ID, External issue ID, External issue ID]

If I drop the issue key, all issues import as duplicates.

----Update 1-----
I was able to delete the "External issue ID' custom fields. Three instances had been created. I removed Issue id from the CSV for import. No duplicates are imported, but neither are any fields updates made.   I am not able to update any fields through bulk import. 

I am importing with the Issue Key specified. Summary, and Assignee are the fields I am attempting to import. I have the log file available.
