Why is "Access Denied" to App Request Page

when I try to access the app requests page i get an access denied error page which tells me to ask for permission from my Administrator. I am the administrator so does anybody know why I see this error or how i can give myself permissions?

Thank you for reaching out to Atlassian Community!

I can see that you are a member of the groups jira-software-users and administrators, so as an administrator you can add yourself to projects.

If you want to see a project, go to the projects page and on the right side, click on … > Project settings and add yourself as an administrator of the project.

If that's not the option you need, can you please share with us a screenshot of where it's showing this message?
