Is there a reason the Create Issue screen appears so different from the View Issue screen?

Jira administrator can setup different screen (field configuration) for pages when you create, view and edit issue.

The logic behind it being that when issue is created there might be only so much information known, and while working on it, more and more of it is accumulated, either via editing, transitioning and other methods. So you might not want to see lots of field while creating the issue since you might not fill all of them. But when viewing or editing, you might need those fields.

So, answering your question, yes, it is definitely possible, ask your jira administrator.
