Why is there no create board option in the software development scrum templet？

Hello，I am a beginner learning to use Jira. When I used Team-managed and create a scrum templet project, I can't see the 'create board' option in ··· on the top right.

Why is there no create board option in the software development scrum templet, and the board in features in project settings is grayed out and cannot be selected?

I don't know if I set something wrong or in a different circumstance from the right one. Could you tell me how to solve this problem? Thank you so much. :D

Board create options are only available on company managed projects.
