Why is to so hard to get Atlassian help

I have attempted to install Service desk, however it does not install properly as there was data in system previously that it appears system did not upgrade correctly. Atlassian solution is to downgrade which is not an option for me. I need help but Atlassian support are not responding. Is there a number i can call to get help.

Atlassian do most support via help-desks, as those tend to be faster for the clients and cheaper to run than giant call centres pushing up the cost of the software.  Telephone support is only available for premium customers (but if you go through standard support and get to a point where a call is most effective, they will do them)

The community will also try to help if we can.  Your question doesn't have enough information for us, which is to be expected as your question is not about the problem you've run into.
