We have a JIRA 8.2 server version and a Confluence 7.13 server version.
Will an upgrade from Jira server 8.2 to 9.6 extend the support until January 2025 , likewise an upgrade from Confluence server 7.13 to 8.0 extend the support until November 2024 ?
And if we do so, what are the limitations upgrading to this version ?

No. Support for server products ends in February 2024, irrespective of version and licence.
But an upgrade will bring you back into the end of life bracket - 8.2 is past end of life currently, so if you ask for support, Atlassian will simply respond with "upgrade to a non-end-of-life version".
After February 2024, you will need to move to Data Center to get any support, and upgrade to a version that is not end-of-life'd
DC and Server versions are locked together and 100% compatible - if you migrated your 8.2 Server to 8.2 DC, the server would not need to do any data conversion or upgrades. You can in fact simply give your server a DC licence and it becomes a single node DC instance (don't do that in production, you really should build a proper DC node and migrate, DC nodes should not be configured quite the same way as Server systems, on the OS level)
