Will it be possible to continue using the jira server ?

I would like to know if will it be possible to continue using Jira Serve r after February 2024, because we are not interested in migrating to cloud or data

Short answer: yes.

Long version: yes, but:

• You will need to have bought a server licence that went for at least one year. 
  • Server licences are "perpetual" - when they expire, Jira continues to work as it did when it was last licenced, and will never stop working. 
  • With one small change - administrators will get warning messages that the licence has expired. 
  • I had a Jira 3.8 land on me this week as a tidy/upgrade project - their licence expired in 2011 and the server is still working fine.  (Well, at least in terms of "Jira works".  It's not secure and modern browsers really don't like it, but it does technically "work")
• You have no support from Atlassian, nor the app vendors if you have apps installed
  • I don't think any app vendors are going to continue to develop or support Server apps.  Most vendors have already dropped development on Server-only apps, either sunsetting them or converting them to Data Center apps (if an app works on DC, it will work on Server, there's just more to think about when writing for DC)
• You will not be able to upgrade to a version released after the end of your licence
  • This sounds odd to mention, as there will not be any releases of Jira Server after Feb 24 so the licence expiry rules it out automatically, but there will be Data Center releases.  I mention this because you can use Data Center installs to upgrade Server systems.  I wanted to point out that this won't work to people using that trick who may read this question!
• You will not be able to change the number of users you have licenced
  • In fact, you already can't change the numbers of users
  • This applies to apps too - you won't be able to add new ones or vary the existing ones
