Hello, in my settings it appears I'm using the Default Issue Type Scheme, where there are Epic and Risk work type options, but when I try to create a risk in the Create window, only "Task" appears under "Work Type." What am I doing wrong?

As seen in your screenshot, there are no projects associated to the screen scheme.
If you are working on a company-managed project, make sure to associate the work item scheem to the project.
To associate a project to a work type scheme, you must click on More actions(...) and choose associate.
Once the project is associated you can see it in the list:

@Krista Johnson Awomoyi , probably all your projects are team-managed. Only company-managed projects are associated with schemes.
To create new issue types / work items in team-managed projects you need to go to your project settings > issue types > add issue type.

Your are probably using a Team Managed project which does not use the work type schemes.
Please go to All projects and have a screenshot of that page.
