Workflow Rule To Check For Blank Field Isn't Enforced

Working in Cloud I have a specific type of work that has it's own Issue and workflow. 

• The issue type is at the Story level (not Epic or Subtask) 
• I have a Transition from an In-Progress status to a Done status. 
• The Transition has a Rule: 

  • Restrict to when a field is a specific value

    Check that the value in "Remediation Task(s)" is not empty

• When testing, I'm able to transition Issues with this field blank to Done. 

I'm not sure why this is being allowed. Any assistance is greatly appreciated.

I was able to fix this and figured I'd share how here in case this happens to anyone else. 

This may be the result of your destination status (in this case 'Done') accepting Issues from any status. To correct this: 

1. Ensure you have workflows between the 2 statuses to allow proper transition. 

2. Edit the workflow for the Issue Type. 

3. Select the destination status. 

4. Uncheck the box for "Allow issues in any status to move to this one". 

Your rules in the transitions should be enforced now.
