Workflow button not visible in issue screen while issue status is "OPEN"

Hello , I have just set up JIRA 6.3 in my new server and I am experiencing the problem as the workflow button is not visible in the ops bar when the issue is in "Open" Status. though I have a workflow assigned to it but still I am not able to find the button there.

You don't have the permission to use the transitions.

Check what permissions you have in the permissions scheme (especially the permission "can transition issues"), and look at the conditions on the workflow transition(s) out of the Open status.  You will find that you don't match the rules you have set up.
